In the Express Entry system, immigration candidates are ranked against each other and only the highest-ranked applicants receive an invitation to apply for permanent residence. The merit-based points system, known as the Comprehensive Ranking System, developed by the Canadian government works by assigning a score to each candidate in the pool.
